The innovation paradox: 12 questions and answers

R&D and innovation form the foundation for sustainable economic growth and societal wellbeing. The Netherlands has committed to the ambition of investing at least 3% of GDP in research and development. The reality, however, is that the Netherlands is currently not meeting this target.

Our previously published research shows that Dutch R&D spending is lagging behind, while the need to invest is only increasing. To reverse this trend, the Ministry of Economic Affairs has drawn up a 3% R&D action plan. This plan aims to deliver a necessary change of course: strengthening R&D intensity and increasing the social and economic returns of public and private investments in research and innovation.

TNO Vector has supported the initiative of the Ministry with a study focused on how the Netherlands can stimulate R&D – and thus innovation – in a more targeted, consistent and coherent manner to enable a different growth path for the country.
