Economic, governance and spatial strategies

Society faces major transitions driven by factors such as climate change, digitalisation and the need to remain competitive and resilient. These transitions have a profound impact on our economy, governance structures and physical space. TNO Vector helps governments and partners to approach these complex challenges in a knowledge-driven and strategic way. We develop actionable perspectives and strategies that ensure a future-proof design of the Netherlands and Europe – with attention to liveability, sustainability and competitiveness.

We combine economic analyses, governance expertise and spatial insights to support policymakers and decision-makers. Our approach is integrated: we examine interdependencies, interests and uncertainties. Using system analyses, scenario development and decision-making frameworks, we make complex issues manageable. This enables choices that work not only today, but also stand the test of time.

We act as a strategic knowledge partner for policy development and implementation, with a strong focus on collaboration and co-creation.

What projects set us apart?

  • Economic strategies for the physical environment: TNO works with the Ministry of Infrastructure and Water Management to develop scenarios and strategic frameworks for future-proof infrastructure and logistics. Within this programme, we combine economic analyses, governance formats and spatial modelling to support policymakers in decisions on investment, sustainability and competitiveness. The collaboration focuses on identifying control points in vital networks, calculating policy options and developing decision-making frameworks that help balance societal goals and economic resilience.
  • Making cities climate-neutral: Within the EU mission 100 Climate-Neutral and Smart Cities by 2030, TNO collaborates with European partners to develop methodologies and learning environments to help cities become climate-neutral. A key component is the Climate City Capital Hub, which designs financing strategies to enable investments in sustainable urban transitions. We translate European frameworks into national and local contexts, for example by drafting and assessing Climate City Contracts for leading Dutch and European cities.
  • Using AI for the housing challenge: To accelerate housing development and sustainability, TNO is working with the Ministry of Housing and Spatial Planning on an AI-driven tool to transform existing buildings into homes. We support municipalities in developing proactive policies. The goal: faster insight into promising transformations, better use of existing stock and a contribution to affordable, sustainable housing.
