
Thijmen van Gend

As Researcher Digital Governance and Regulation at TNO Vector, I strive to apply my knowledge of and interest in ICT, governance, ethics, and law for our society. In this role, I study the legal, societal, and ethical dimensions of digital technologies in applications by public and private organisations.
My background in Technology, Policy, and Management (BSc and MSc) allows me to adopt a systems perspective on complex problems. Examples include the design and use of privacy-enhancing technologies by companies and governments; rule governance and rules as code in public organisations; and the governance of digital identities.
In earlier work at TU Delft, I have studied tech companies’ computational infrastructures and their impact on societies worldwide. I have also investigated research data sharing and reuse by academic researchers, and how this could be stimulated. My research remains both fundamental and empirical.
