How can governments strengthen their ability to apply AI responsibly? TNO, together with the Dutch Ministry of the Interior and Kingdom Relations (BZK), investigated how a government-wide AI Competence Centre can support AI capabilities, knowledge sharing, collaboration, and the scaling up of AI across the public sector.

Generative AI offers new opportunities for the Dutch government. Geopolitical developments have highlighted the need to strengthen the Dutch government's digital sovereignty. To achieve this, the use of open-source models and European alternatives is crucial. However, terms such as ‘open source’, ‘open AI’, and ‘European’ are not always clearly defined and can be interpreted in different ways.

Data spaces are becoming a key pillar of Europe’s digital economy, enabling secure data exchange, fostering innovation, and providing alternatives to widely used platforms.
